How does a county HHW program get access to its own collection data?

If the program's collection contractor runs on Mercovi, the contractor gives the program a portal login. The program then sees every event, every pound by waste stream, every manifest with its tracking number, and every invoice — without asking for a report.

Will the pounds in the portal match the invoice?

Yes. Each waste stream is counted on the basis the program is actually billed on — by the piece where that is how it bills, by the pound where that is — so what you read matches what you were charged.

Can I export the year for the council or the state?

Yes. Every event, every pound by waste stream and every manifest from the year export as a report or a spreadsheet from your own login. The pounds are counted on the basis your program is billed on, so the figures you send to the council or the state match the invoices you paid.
