The catalog is where a waste is described once — its shipping description, its codes, where it goes and what it costs per measure — and then used by every line.
The shipping description is composed.
UN number, hazard class, packing group and proper shipping name are assembled from the regulatory library rather than typed, so the description on the manifest is the one on the record.
Codes, method, facility, approval.
The RCRA codes, the EPA management method, the designated facility and its approval number for this stream — with the approval's expiry visible where it is used.
Cost per measure.
What the facility charges per 55 DF, 5 GAL, LB or LF. Cost is kept apart from price: what you bill the client lives on the client's own table.
Yours to edit.
Adding a stream, a container, a facility or a management method is a form in settings, not a developer ticket. New streams start from the library, not a blank form.
The catalog, card by card.
Each stream with its codes, its composed DOT description, its cost per measure and its designated facility. The same card prices a C&I pickup, prints on an event manifest and carries a clock on the facility floor.

How is a DOT shipping description built?
From the regulatory library: UN or NA number, proper shipping name, hazard class and packing group are selected and composed, not typed into a text box. The composed description is what prints on the manifest.
Is the cost in the catalog the price the client pays?
No. The catalog holds what the facility charges per measure. The price a client pays is on that client's own rate card or quote, resolved per stream.

The client is where the terms live. The site is where the templates live. A job at that site starts as a copy of both, and the copy belongs to the job.
